Background

The Village Support Group or (VSG) was evolved by a research project group in October 1994 who investigated on the situation of returnees from the Cambodia-Thai border camp and of rural landless poor. The research project was funded by Overseas Service Bureau (OSB) and supported by a team of expatriates. The project was being conducted from February through October 1994. From this research within the combination of working with other Cambodian development workers and interactions with the two pilots associations, VSG was evolved and enabled to develop strategies of working with the poor elements of rural communities. As a legal body, it was registered with the Government of Cambodia and Cooperation Committee for Cambodia (CCC) early 1995. Following its establishment, VSG subsequently operated a number of programs aimed at, 1) Empowering rural vulnerable groups in particular women and children, to manage themselves on their-own; and 2) Promoting good-governance and management of rural communities. October 1994 to December 1996: a Food Security and Relief program was operated in five rural villages of BATTAMBANG province through village associations and with funding secured from a number of donors. January 1997 to April 2000: an integrated community development program was operated in six rural villages, again through supporting the associations and with funding secured from a number of donors. A flood emergency project were operated in the commune of Prek Luong and Prek Kpop commune of Ek Phnom District, Tapoung commune of Thmorkol District and on Battambang side and the commune of Sambour Commune, Mongkol Borei District of Banteay Meanchey Province, with support from Oxfam Great Britain and Church World Service (CWS). May 2000 to the present: the integrated community development project (Rice Bank, Credit, Dry rice season, Home Gardening and Nutrition, and cow raising) are ongoing in 23 villages on Battambang and Banteay Meanchey province side; an advocacy project on fisheries issues has been proceeding and VSG worked together with network NGOs especially, Fisheries Action Coalition Team (FACT), a growing national, provincial and commune level fisheries network in Cambodia, on fisheries policy development initiatives such as organizing and facilitating communities, to national level on consultations on the Community fisheries Sub-decree, also facilitating consultations on the draft fisheries law. By having managed such programs and existing well in NGO environment, VSG has been well-reputed organization among the NGO and donor community.
