From December 19-20, 2024, the CPDD coalition, in collaboration with its partners, hosted a comprehensive training program on “Budget Planning and Budget Implementation in Communes and Sangkats” at the Kampong Svay District Hall in Kampong Thom province. This two-day program was designed to equip local officials and stakeholders with the knowledge and tools necessary to effectively plan, implement, and manage budgets at the commune and sangkat levels.

The training aimed to enhance participants' understanding of several key areas in commune development and financial planning, including:
Commune Development Planning: Participants gained a deeper understanding of how to develop and plan for the future growth of their communities, with a particular focus on preparing three-year rolling investment programs for communes and sangkats. This aspect of the training emphasized how to align development projects with the needs and priorities of the community.

Budget Preparation and Implementation: A significant portion of the training was dedicated to the preparation of commune budgets. Participants shared insights and experiences regarding budget planning and the allocation of resources, including how to manage and prioritize expenses effectively to ensure the efficient functioning of their communes and sangkats.
Legal Regulations and Public Financial Framework: The training covered the essential legal regulations governing public finances at the local level, providing participants with a comprehensive understanding of the legal framework that governs the planning, allocation, and execution of commune budgets.
Budget Delegation and Transfer of Rights: Participants gained insights into the delegation of budgeting responsibilities and the transfer of rights related to income and expenses, equipping them with the knowledge to manage and monitor financial transfers effectively. The training also covered the preparation of income and expenditure reports, ensuring that participants understood the processes behind tracking and reporting financial activities at the commune level.

Procurement Processes for Commune Projects: The final component of the training focused on the procurement processes necessary for the successful implementation of commune-level projects. Participants learned the essential steps involved in sourcing goods and services, ensuring transparency and accountability in the procurement process.
This important initiative was made possible through the support of the Asia Foundation and the New Zealand Ministry of Foreign Affairs and Trade. The training program helped foster a collaborative environment where local government officials, civil society organizations, and other stakeholders could come together to share knowledge, best practices, and ideas for improving budget planning and implementation at the commune level.
