The Coalition for Partnership in Democratic Development (CPDD), formerly known as the Working Group for Partnership in Decentralization (WGPD), is a leading civil society coalition network that serves as the representative of civil society organizations (CSOs) from across Cambodia. The CPDD acts as a bridge builder between CSOs and Governments to deepen democratic development reform in the country. The CPDD’s efforts include coordinating collective CSO evident-based recommendations at the D&D technical working group, representing CSOs at Development Partners (DPs) meetings, organizing diverse national stakeholders' dialogues to give feedback to the governments/public, and promoting field learning by engaging both CSOs and governments. The CPDD is the only NGO network that focuses explicitly on sub-national democratic development (SNDD) reform.

The CPDD will recruit a technical advisor (freelance consultant) to provide technical support to review our strategic directions 2021-2030 (Vision 2030). The specific tasks may include but not limited to

• Study the 2021-2023 progress of CPDD’s performance against the 10-year strategic directions, by 1) reviewing existing reports within the CPDD Secretariat, and conducting reflection interview sessions on progress, current situation, and challenges, and seek future recommendations with CPDD management and Board of Directors, selected coalition members/key stakeholders.
• Produce a report of the first three-year implementation (2021-2023) by providing concrete recommendations for CPDD to take forward and improve the strategic directions (vision 2030).
• Deliver a revision of the strategic directions for implementation based on the key recommendation from the revision process and a set of baseline data will also be developed as result of the revision.
• Develop a road map to steer the implementation process of the strategic directions.

Required Qualifications

The minimum qualifications and experience:

• At least a master’s degree in Social Sciences, Development Studies, MDS or PhD preferable;
• Knowledge and experience of the Cambodian situation of Civic Engagement Mechanisms in Subnational Governance and SNDD Reform is essential. Knowledge of other Asian countries will be an asset;
• Proven experience in working with or developing manuals/materials and knowledge of Civic Engagement Mechanisms at different levels;
• Sound experiences of developing and evaluating the key quality elements of Civic Engagement and SNDD Reform in Cambodia;
• Experience of developing the programs/projects and action plans for governments and CSOs related to Civic Engagement and SNDD Reform in Cambodia;
• Conversant with application of cross cutting themes like gender and disability mainstreaming and monitoring and evaluation;
• Good spoken and written communication skills in English;
• Excellent analytical and report writing skills
