Position: Communication and Membership Coordinator – COM
Department & Location: Capacity Development and Sustainability Development, Phnom Penh
Report to: Program Manager - Capacity Development and Sustainability

Purpose: Communication and Membership Coordinator – COM will be overall integrity and coherence of the communication and membership portfolio. S/he will develop and maintain the communication and membership environment to support each individual member within it - often through an effective function of members. The position will also be a dynamic member of the Capacity Development and Sustainability Program team, responsible for communication dissemination of several major projects, driving content creation on CPDD’s media channels, supervising press activities and supporting the development of corporate communications plans.

Dimensions of the Position: The Communication and Membership Coordinator – COM manages all aspects related to communication and membership of the CPDD for the entire better function of membership and the successful delivery of the good communication and relationship whole of the members of CPDD, coordination of members and management of their inter-dependencies to ensure effective functions-based members’ mandates and vision and mission of CPDD. The position will also support Capacity Development and Sustainability Department in order to contribute to build professional of members and work closely with Capacity Development and Sustainability Program team under the supervision of Program Manager - Capacity Development and Sustainability.

Responsibilities and Accountabilities of the Position:

This position will be responding to the job description below:

  1. Planning and designing the program and proactively monitoring its progress, resolving issues and initiating appropriate corrective action
  2. Collaboration and communication with CPDD members: maintaining and updating the CPDD membership database according to our Members’ needs, building meaningful relationships with external partners and stakeholders, by creating an engaging and active membership policy
  3. Defining the members' governance arrangements and launch widely on CPDD for the public
  4. Ensuring effective quality assurance and the overall integrity of the Communication and Membership - focusing inwardly on the internal consistency of the Communication and Membership, and outwardly on its coherence with infrastructure planning, interfaces with other programs and corporate, technical and specialist standards
  5. Coordinating the members on behalf of the CPDD, conducting member assessment, developing and implementing members’ capacity building plans.
  6. Develop, write and edit communications materials, including press releases, website content, blog posts and social media content through appropriate channels and audiences.
  7. Facilitating the appointment of individuals to communication and membership teams
  8. Ensuring the delivery of significant achievements from communication and membership is to the appropriate level of quality, on time and within the scope and mandate of members, in accordance with the CPDD By-Law and governance arrangements
  9. Ensuring there is allocation of common resources and skills within the communication and membership
  10. Managing and coordinating third party contributions to the communication and membership
  11. Managing risks to the Communication and Membership's successful outcome
  12. Reporting the progress of the program at regular intervals to the Program Manager;
  13. Initiating extra activities and other management interventions wherever gaps in the program are identified or issues arise.

Qualifications of this position

Education and Knowledge:

  • University Degree in relevant areas including International Relation, Media and Communication with at least three years of experience in designing and implementing Media and Communication plan, demonstrates, knowledge management systems, capacity building development activities especially for public institutions.

Experiences and Skills

  • A natural lean toward getting to know people and communicating with others.
  • S/he must provide the needed guidance and capacity to the CPDD to develop its policies, strategies, communications etc.
  • Experience in organizing professional events and learning activities is desired.
  • Demonstrated experience working independently and as part of a team in complex high-pressure commercial environments
  • Experience in using social and behavior change approaches to promote Decentralization & Governance and Subnational Democratic Development
  • Excellent verbal and written communication skills, including experience with coaching, consultation, report writing, preparation of communication/ engagement collateral and digital technologies.
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated knowledge of standard organizational policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation.
