The Coalition for Partnership in Democratic Development (CPDD), formerly known as the Working Group for Partnership in Decentralization (WGPD), was founded in 2003, is a non-profit, non-partisan coalition of more than 111 local and international NGOs and Individual Professionals from across Cambodia working to nurture democratic accountability and good governance through the promotion of a common voice and meaningful engagement of civil society. The CPDD, the only leading CSO network focusing on D&D, serves as the CSO representative and/or acts as a builder between CSOs and Governments to deepen democratic development reform. The CPDD efforts are including: coordinate collective CSO evident-based recommendations at D&D technical working group, representing CSOs at Development Partners (DP) meetings, organizing diverse national stakeholders' dialogues to give feedback to the governments/public, and promoting field learning engaging both CSOs and governments. We are looking for one Head of Admin and Finance to fulfill the position as below:
Job Purpose
The Head of Admin and Finance will contribute to the overall success of CPDD by effectively managing/oversee on support service function and manage accounting services to ensure long term financial viability. The Head of Admin and Finance is to accountability of support service function in an organization include initiating, developing and implementing approved policies to be function and quality of organization included procedures, policies and regulations in the departments involving budget, accounting, finance, administration, human resource and management to ensure CPDD’s policies and procedures are fully and effectively implemented and complied internal and donor compliance.
Duties/Responsibilities
Main responsibilities and accountabilities are:
- Financial Works:
- Initiate, lead and manage the support service functions of organization effectively and members develop strategies in support service department effectively run an organization.
- Develop and implement various fiscal procedures and policies and ensure achievement of all objectives.
- Coordinate aspects accounting, procurement regular audit of the organization effectively and timely.
- Plan and manage budget operation plans, prepare and supervise all financial documents.
- Ensuring effective quality assurance and the overall integrity of the operations - focusing inwardly on the internal consistency of the operations, and outwardly on its coherence
- with infrastructure planning, interfaces with other operations and corporate, technical and specialist standards
- Coordinate and prepare reports for authorization and budget formulation.
- Coordinate all financial and transactions data for accuracy and implement corrective action.
- Prepare financial reports for program officials for planning and informational purposes.
- Perform all finance related studies to determine updated financial requirements and anticipate required changes in administration.
- Analyze appropriations and financial management legislations to assess effects, coordinate officials on financial issues and interpret all reports and data.
- Ensure the budget management is effective, perform audits on fund usage and maintain internal controls.
- Ensure adherence to relevant regulations and laws in case of obligations incurred and resulting expenditure.
- Analyze systems operations and resolve all financial issues for different financial management problems.
- Ensure the budget racking is effectively managed and tracking to keep the program staff informed and also the operation spending.
- Administer effective budget execution, perform audits on fund usage and maintain internal controls.
- Monitor the project budgets, monitor those expenditures are in line with the project budgets as well as CPDD and donor requirements; and spent in a timely and efficient manner.
- Assist various departments to evaluate and prepare reports for various budget programs as per donor template and a combination for management purpose.
- Prepare budget estimates, justify all estimates and prepare presentation and requests.
- Prepare extensive budget execution plan and recommend changes in funding for same.
- Build capacity of financial team to able to support the finance operation timely and quality
- Supervise and lead accountant for daily work to ensure cash management is well and smoothly running.
- Coordination and manage partners received sub-grant from CPDD to ensure they are well understanding about report requirement and comply to donor compliance.
- Ensure the timely Mainer of reporting both CPDD and reports from partners as per timeframe and the combination of report are submitting to donor on time.
- Conduct spot check on project budget expenditures and if suspicion of fraud at project site and also at the partner’s level.
- Initiating extra activities and other interventions wherever gaps in the financial and admin aspect are identified or issues arise.
- Administration and Human Resources Works:
- Initiate, coordination the functions administration of organization effectively
- Initiate and coordinate the development strategies in administrative department effectively run an organization.
- Supervise and coordination administrative operations of organization
- Manage and direct the activities of the staff members in an administrative set-up.
- Manage and supervise facilities functions in a production setting facility.
- Interact with other department heads in coordinating the entire administrative operations.
- Initiate and develop inventory control management systems for the inventory department.
- Initiate and develop logistics in organizing records, files and statements in an effective manner.
- Build capacity of admin team to be capable and drive the administrative of organization
- Focal person related to quote processing regarding to manual and guideline set in CPDD.
- Coordinate and guide to volunteer/internship for logistic supports meeting/training/ws or other special events.
- Lead management administration matters and further establishment of administration procedures and feedback systems the CPDD Secretariat.
- Direct and guide approved policies included Admin, procurement, HR, financial manual and rule regulations.
- Report to management and provide decision support through HR metrics
- Manage the recruitment and selection process.
- Provide inspire leadership for support service function and organization.
- Support current and future business needs through the development, engagement, motivation and preservation of human capital.
- Ensure legal compliance throughout human resource management.
- Initiating extra activities and other interventions wherever gaps in the administration aspect are identified or issues arise.
Requirements
We are looking for an individual who possesses the following skills and experience:
Essential:
- A Master’s degree of business administration and/or accountancy or relevant qualifications.
- At least more than 5 years’ experience in office administration support, finance/accounting working experience, especially in International and national non-government organizations.
- Excellent understanding of financial reporting procedures, system and procurement.
- A high level of numeracy, excellent skills in financial and accounting system including QuickBooks, Sun-system, Excel and Word.
- Experience of book keeping practice and principle, knowledge of internal controls, cash management and reconciliations, and attention to details.
- Good organizational and administrative skills.
- Experience in monitoring project and program expenditures against project budget plans and multi-projects financial management.
- Experience in project or program budgeting, financial management and be able to check and monitor budget spending as well as doing financial reports with respected deadline.
- Extensive knowledge in accountancy, budget management and treasury management.
- Advanced skills in computer applications.
- Self-motivated, positive attitude, strategic thinking, patient, mature, responsible, hardworking and analytical person.
- Problem-solving related to partner contacts regarding audit reports.
- Good communication skills in both English and Khmer.
- Strong organizational, interpersonal skills with multi-disciplinary working environment.
- Good time management, patient, and preferably in a project context.
- Strongly committed to CPDD’s code of conduct, safeguarding, and regulations and core values, detailed in the CPDD Personnel Manual.
