Background
Partnership for Development in Kampuchea (PADEK) first started working as a non-governmental organization
(NGO) in Cambodia in 1986. The history and successes of PADEK from these times has been well documented and
not overly reiterated in this strategic plan. From the beginning, the primary goal and mission of PADEK was to
address poverty reduction through integrated community development. The principal partner and donor for
PADEK was Oxfam Novib.
The social, economic and political context in Cambodia inevitably changed. Likewise, the needs of communities
changed; this was reflected in donor assessments and led to new directions and strategies. PADEK also evolved in
its strategy and overall development program. The historical change of key mandate is summarized as follows:
• From 1986 to 1990 PADEK worked closely with government institutions to build their capacity to educate
people on improved agriculture techniques;
• From 1990 to 1998 PADEK moved from working with government institutions to working directly with
rural communities, with a focus on integrated community development. From that time PADEK had its
own target area and beneficiaries selected by PADEK offices;
• From 1998 to 2000 PADEK focused its efforts on rural development and poverty alleviation, food security,
gender, organizational building, education and culture, environment, health and other capacity building
to communities/ farmer groups;
• From 2001-2004, 2005-2008 and2009-2012, PADEK adopted PADEK Integrated Community Development
Model (PICDM) focused on strengthening grassroots civil society organizations (CSOs) called Commune
Community Base Organization (CCBO). Through PICDM PADEK trained staff to facilitate the formation of
groups and associations; and,
• From January 2013 to December 2016, PADEK re-focused on addressing: (1) Savings for Change/ Saving
Communities, (2) Improving Agricultural Productivity and Diversification (On-farm and Off-farm), (3)
Disaster Risks Reduction and Climate Change Adaptation, and (4) internal governance and Program
Management. During this period, PADEK worked in 6 target provinces (Kampong Speu, Prey Veng, Kratie,
Siem Reap and Oddor Meanchey) with a total of 131 villages, 21 communes and 11 districts.

Mission:
1. Support the formation of poor and very poor groups within communities meeting regularly to save money and make decisions collectively, building trust, confidence, and a social safety net.
2. Improve livelihoods of poor and very poor communities through promoting and supporting on and off farm initiatives.
3. Support and actively encourage environment conservation and natural resources management.
4. Foster the ability of the community to mitigate the impact of natural disaster and climate change through creative disaster risk reduction and climate change adaptation initiatives.
5. Promote gender equity and diversity through the inclusion of outcome targets across all programs and pro-active networking.
6. Support the engagement of citizens with government authorities at sub-national and national level; this includes close collaboration with relevant government institutions.
